The World Maritime University – Sasakawa Global Ocean Institute (WMU-GOI) co-organized the 48th Annual Conference on Oceans Law & Policy (COLP48), held at the Ashok Hotel in New Delhi, India from 9-12 September. Under the theme “Developing World Approaches to Ocean Governance: Perspectives from the Indian Ocean Rim,” COLP48 honoured the regional contributions to the development of oceans law and policy, while assessing current challenges and opportunities for the Indian Ocean region.

DEVELOPING WORLD APPROACHES TO OCEAN GOVERNANCE: PERSPECTIVES FROM THE INDIAN OCEAN RIM

The programme addressed issues such as the triple planetary crisis, the vulnerabilities of Small Island Developing States (SIDS), international trade and shipping, critical offshore infrastructure and seabed minerals, the ratification and implementation of the BBNJ Agreement, autonomous shipping and emerging technologies, fisheries and food security, maritime boundaries, and the future of ocean governance.

WMU Contributions

  • In a keynote address, WMU President, Professor Maximo Q. Mejia Jr., noted WMU’s pride in co-hosting the first COLP held on the Indian subcontinent. He highlighted the region’s importance in global trade, ecology, and sustainable development amid growing maritime challenges. Citing India’s leadership and the legacy of Dr C. P. Srivastava, Founding Chancellor Emeritus of WMU, he reaffirmed the University’s commitment to promoting maritime safety, security, and sustainability through international collaboration.
  • On the technical programme side, the WMU delegation contributed to multiple sessions of the Conference. Professor Ronán Long, Director of WMU-GOI, moderated the inaugural plenary session on “Tackling the Triple Planetary Crisis in the Indian Ocean: Biodiversity, Climate Change, and Pollution.” During this session Associate Professor Aleke Stöfen-O’Brien presented a paper reflecting on the Plastic Treaty and its far-reaching implications for the Indian Ocean region. 
  • In subsequent parallel sessions, PhD Candidate, Mr Suriya Narayanan Sundararajan offered an Indian Ocean SIDS perspective to the International Court of Justice Advisory Opinion on Climate Change, grounding legal discourse in the realities of vulnerable communities. In another session, Assistant Professor Aspasia Pastra addressed the potential of autonomous technologies and their role in safeguarding marine biodiversity.
  • Additional WMU contributors to the overall programme included Associate Professor Tafsir Matin Johansson, who presented the evolving relationship between marine technology and international law, and Lecturer Kathleen Auld, who addressed the delicate balance between fisheries subsidies and food security. In the final plenary session, Postdoctoral Fellow Vonintsoa Rafaly and Assistant Professor Ríán Derrig, considered the future of ocean governance, envisioning a balance between innovation and responsible stewardship.

Regional and global collaboration

The conference brought together over 250 maritime and ocean experts from across the Indian Ocean region and beyond, providing a vital platform for advancing solutions to ensure the conservation and sustainable use of the ocean.

On 9 September, the World Maritime University – Sasakawa Global Ocean Institute (WMU-GOI) hosted a Stakeholder Consultative Workshop under the framework of the Ireland - WMU-GOI BBNJ Clinic Programme titled “Supporting Indian ocean and African SIDS and Coastal LDCs' BBNJ Efforts” during the 48th Annual Conference on Oceans Law & Policy (COLP48), held in New Delhi, India.

Supporting Indian Ocean & African SIDS & Coastal LDCs’ BBNJ efforts

The goal of the workshop was to identify key legal and institutional challenges in ratifying and implementing the BBNJ Agreement, to explore regional opportunities for collaboration and capacity development, and to share perspectives on how the BBNJ Clinic Programme can best support Small Island Developing States (SIDS) and Least Developed Countries (LDCs) in the region to transpose BBNJ obligations into domestic law. Nearly 40 distinguished experts, policymakers, and legal advisors from across the African and Indian Ocean regions were in attendance.

Professor Ronàn Long at the BBNJ Side Event at COLP48 - ©GMU

Professor Ronán Long, Director of the WMU-Sasakawa Global Ocean Institute, opened the event highlighting that the BBNJ Agreement is nearing 60 ratifications. He emphasized the crucial role of SIDS in this process, and how the BBNJ Clinic can provide valuable support.

Dr. Ríán Derrig, WMU Assistant Professor, followed with an outline of the main aims of the BBNJ Clinic programme, including reviewing the efforts to date, and emphasized that input from SIDS and coastal LDCs, as well as consideration of regional and local needs, are central to facilitating ratification and implementation of the Agreement. He further noted that the Clinic’s success depends on strong partnerships, and that the workshop would be instrumental in developing upcoming training opportunities to advance BBNJ Agreement efforts in the Indian Ocean region.

A session led by WMU Assistant Professor, Dr. Aspasia Pastra, delved into regional perspectives on advancing BBNJ ratification and implementation. Contributions included presentations from Dr. Paul Debruyn (Indian Ocean Tuna Commission), Dr. Rizza Joy Dejucos (High Seas Alliance) and Mr. Tim Andrew (Nairobi Convention Secretariat. ), who respectively showcased various efforts that are ongoing in the Indian Ocean Region in support of BBNJ Agreement ratification and how challenges may be addressed. 

The final session was moderated by WMU alumnus, Dr. Kahlil Hassanali (Institute of Marine Affairs, Trinidad and Tobago), in which participants engaged in a preparatory consultative roundtable that synthesized key challenges for Indian Ocean and African SIDS as well as coastal LDCs. Through key guiding questions, the rich discussion addressed the challenges in the region and explored solutions by identifying regional partners to co-design and co-host the forthcoming BBNJ Clinic Training Workshop.

  • The WMU-GOI BBNJ Clinic team is compiling input from the successful side event  into a report which will serve as the basis for the organization of the next training workshop in the Indian Ocean region.

The Ireland and WMU-GOI BBNJ Clinic is dedicated to supporting Small Island Developing States (SIDS) and coastal Least Developed Countries (LDCs) in their efforts to ratify and implement the BBNJ Agreement. Effective and prompt implementation of the BBNJ Agreement is crucial for ocean sustainability and conservation and addressing global inequalities in access to ocean resources. SIDS, characterized as ‘large ocean states’ due to their geographical features and interconnection with and knowledge of ocean ecosystems, as well as coastal LDCs, are among the most significant beneficiaries of the Agreement and among the most important actors in contemporary ocean affairs. However, these States can face capacity and resource challenges in implementing the BBNJ Agreement. The Programme aims to fulfill both practical capacity development and hands-on educational mandates. WMU-GOI researchers and external experts, including the lead negotiators of the BBNJ intergovernmental conference, will lead the consultation process facilitated by the Clinic, and facilitate ratification and implementation procedures undertaken by legal advisors, government officials, and relevant stakeholders from SIDS and coastal LDCs.

Ratifying and Implementing the BBNJ Agreement: Efforts and Challenges

The event, titled “Ratifying and Implementing the BBNJ Agreement: Efforts and Challenges”, brought together leaders and experts from Small Island Developing States (SIDS) and other developing countries to discuss national and regional efforts, challenges in ratification and implementation, and ongoing capacity development initiatives. The WMU-GOI contribution was organized within the Ireland WMU–GOI BBNJ Clinic Programme, funded through the Government of Ireland International Development Programme.

Keynote remarks were delivered by Ambassador Nuala Ní Mhuircheartaigh, Deputy Permanent Representative of Ireland to the UN, who stressed the BBNJ Agreement’s importance for ocean protection and its complementarity with other conventions and agreements.

The first panel was moderated by WMU-GOI Director Professor. Ronán Long and Assistant Professor Dr. Ríán Derrig. The panel explored domestic implementation needs under the Agreement and emphasized knowledge-sharing among SIDS, with speakers addressing Pacific regional coordination, national-level implementation, marine genetic resources, and environmental impact assessments.

Contributors included Mr. Marcelo Olivares (Universidad Católica del Norte, Chile) on Areas Beyond National Jurisdiction (ABNJ) assessments, Ms. Kristina Thygesen (GRID-Arendal) on cross-sectoral governance platforms, Dr. Mariamalia Rodríguez Chaves (Interamerican Association for Environmental Defense) on stakeholder participation in Latin America, and Dr. Paul de Bruyn (Food and Agriculture Organization (FAO) / Indian Ocean Tuna Commission, Seychelles) on financial support and global initiatives by FAO, United Nations Environment Programme (UNEP), and United Nations Development Programme (UNDP) with Global Environment Facility (GEF) funding.

Closing remarks from Ms. Susan Gardner (UNEP) emphasized the need for cross-sectoral and intergenerational collaboration to ensure inclusive participation, especially from SIDS and developing countries and to address the legal, institutional, and technical foundations necessary for effective implementation of the BBNJ Agreement.

  • The side event attracted a broad audience, including government delegates, UN agencies, international organizations, and legal experts from Asia-Pacific, South Asia, the Caribbean, Africa, and Europe. The WMU-GOI also engaged in PrepCom II meetings and bilaterals with partners and donors, reinforcing WMU’s commitment to SDG 14 (Life Below Water) and global ocean governance through education, research, and partnerships.

On May 8th, the WMU-Sasakawa Global Ocean Institute (GOI) marked its 7th anniversary with the event “Sail for Impact”, co-hosted with PVO Expeditions. The celebration brought together Ph.D. and MSc students from the World Maritime University (WMU), researchers from the GOI and Ocean-related programmes, the PVO team, and fellow ocean professionals for a teaching day dedicated to ocean awareness, sustainability, and collaborative impact.

Exploring Sailing as a Tool for Human Development & Ocean Awareness

The event was made possible with the generous support of the City of Malmö’s Harbour Master, the Marine Education Center, and the Global Ocean Leadership Initiative (GOLI).

Sailing Expedition - an afternoon on the water

  • The day began with opening remarks by Professor Ronán Long, Director of the WMU-Sasakawa Global Ocean Institute, alongside representatives from PVO Expeditions. The Professor welcomed everyone and took the opportunity to highlight donors and partners to GOI on the occasion of its 7 year anniversary, and to thank colleagues across the team for their contributions to the success of its programmes and activities. 
  • PVO Expedition’s Managing Director, Junhee Cho, welcomed the group, briefly introducing the mission of their non-profit, and expressing deep appreciation for the collaboration with WMU-GOI to deliver a memorable experience on the city’s iconic waterfront.
  • Participants then moved to Malmö Harbour, where Jonas Malm, Harbour Master at the Malmö Harbour Authority, delivered a warm welcome address, highlighting how the Sea has shaped the identity of the city of Malmö - linking it to the Baltic Sea and making it an important trading post in the middle ages and one of Sweden’s most important industrial and maritime cities in the 19th Century with the expansion of its docks and infrastructure to support shipbuilding, manufacturing, and international trade.

The highlight of the event was a guided sailing expedition around the Port of Malmö. Participants experienced hands-on sailing under the guidance of skilled skippers. All students were engaged and thrilled with the experience, and some even exclaimed it was their first time on a sailing boat.

Ocean research - a session of dialogue and exchange

Following the sailing session, an informal reception offered space for networking and exchange. The GOI and PVO teams engaged with attendees, responded to questions, and shared insights about their work and shared mission.

This dynamic gathering successfully celebrated the Institute’s achievements while charting a path forward. It underscored the synergy between GOI’s mission of ocean sustainability and governance, and PVO Expeditions’ focus on ocean advocacy, emotional resilience, and storytelling through sea-based experiences.

Education and Outreach - make a difference

The “Sail for Impact” event emphasized the role of sailing not only as a sport or leisure activity, but as a powerful tool for ocean literacy and sustainable development. It highlighted the need for experiential approaches in ocean education and outreach, through programming, research, and public engagement fostering meaningful connections with the ocean.

As an official UNOC supporter, the WMU–Sasakawa Global Ocean Institute (WMU-GOI) co-hosted three Side Events on 13 June in the Conference’s Blue and Green Zones:

Accelerating Sustainability: Transforming Mediterranean and Black Sea Fisheries and Aquaculture

Organized by the Food and Agriculture Organization General Fisheries Commission for the Mediterranean (FAO GFCM), the high-level panel was moderated by Professor Ronán Long, Director of the WMU-GOI. The event highlighted regional cooperation, launched the GFCM Voluntary Ocean Commitment, and mobilized sustainability pledges from key stakeholders.


Charting the Future: BBNJ and Ocean Governance Solutions for the Triple Planetary Crisis

Organized by the WMU-GOI, this roundtable explored solutions to the triple planetary crisis, including biodiversity protection, legal reforms, and technology for marine data sharing. WMU speakers included Dr Zhen Sun and Dr Tafsir Matin Johansson with representatives from the Organisation of Eastern Caribbean States (OECS), Sargasso Sea Commission, and Institute of Marine Affairs of Trinidad and Tobago.


Dive into Action: Uniting Ocean Ambassadors for a Sustainable Future.

Co-organized with Positive Vibes Only (PVO) Expeditions and OECS, this creative public workshop at “La Baleine” blended ocean literacy and engagement through art, music, virtual reality, and interactive activities, encouraging multi-generational participation.

Throughout the week, WMU-GOI experts also contributed to several partner events.

  • Professor Ronán Long spoke at sessions hosted by the MarViva Foundation on Particularly Sensitive Sea Areas, the United Nations Division for Ocean Affairs and the Law of the Sea (UN DOALOS) and the United Nations Nippon Foundation Fellowship (UNNF) on capacity development, the International Union for Conservation of Nature (IUCN)/University of Gothenburg on marine restoration, and the United Nations Mediterranean Shipping Company (UN MSC) Foundation on ocean literacy in the maritime sector.
  • Dr Aspasia Pastra contributed to The Economist – World Ocean Initiative event on technological innovation for ocean health.
  • Dr Tafsir Matin Johansson participated in the Lloyd’s Register Foundation panel on engineering solutions for a sustainable ocean economy

The week-long engagement reflected WMU’s deep commitment to advancing Sustainable Development Goal 14 (Life Below Water) and supporting global ocean governance through education, research, and multi stakeholder partnerships.

The conference outcome document recognized the vital role of maritime transport, infrastructure, and routes in global trade, food and energy security, and the urgent need to cut Greenhouse Gas Emissions in the sector.

From Agreement to Action: Strengthening Eastern Caribbean SIDS leadership in the BBNJ ratification process

The High level Roundtable and the BBNJ Clinic Training Workshop, entitled “From Agreement to Action: Strengthening Eastern Caribbean SIDS Leadership in the BBNJ Ratification Process,” was a practical, capacity-sharing initiative aimed at addressing the specific needs of Caribbean States regarding the ratification and implementation of the Biodiversity Beyond National Jurisdiction (BBNJ) Agreement.

The event commenced on 7 April with a High-Level Roundtable, featuring keynote addresses by:  

  • Honorable Minister Kerryne Z. James, Minister for Climate Resilience, the Environment, and Renewable Energy of the Government of Grenada
  • Dr. Didacus Jules, Director General of the OECS Commission
  • Ambassador Francis Etienne from the French Embassy to the Eastern Caribbean States, to Barbados and to the OECS

Following a roundtable panel discussion was held which highlighted the importance of regional leadership and cooperation in advancing the objectives of the BBNJ Agreement.

On 8 April, the Technical Workshop Programme commenced with sessions focused on key aspects of the BBNJ Agreement, the ratification and implementation process as well as a session on “Sources of External Support for Ratification and Implementation”, that included key  experts from:

  • the Division for Ocean Affairs and the Law of the Sea (DOALOS)
  • the International Union for Conservation of Nature (IUCN)
  • the High Seas Alliance (HSA)
  • Global Ocean Trust
  • the Food and Agriculture Organization of the United Nations (FAO)

It demonstrated a shared understanding of the transformative potential of the BBNJ Agreement, relying on strengthened cooperation, inclusive participation, and innovative financing solutions.

Another key session was the presentations by Caribbean SIDS country representatives  that showcased the challenges and significant strides made toward ratifying the BBNJ Agreement.

Following this, the group was guided through interactive discussions to explore how ratifying the BBNJ Agreement can advance Caribbean SIDS' policy priorities, highlighting blue economy gains from marine genetic resources, benefit-sharing, and sustainability tools like area-based management tools and environmental impact assessments, as well as on the initial legislative steps Caribbean SIDS may take after ratifying the BBNJ Agreement.

On 9 April, the workshop focused on interactive group discussions and roundtable exchanges on legislative drafting according to topical ‘provision clusters’ to identify key topics that will demand legislative work once implementation begins.

The first addressed “Legislating to Require Notification of Marine Genetic Resource and Digital Sequence Information Activities and the Sharing of Benefits.” The second explored “Adapting National Environmental Impact Assessment Processes to Implement Assessments of Activities in Areas Beyond National Jurisdiction (ABNJ).”

  • The group discussed jurisdictional, practical, environmental, and negotiation challenges, emphasizing the need for national stakeholder consultations to assess current practices, identify legislative gaps, and determine whether new laws or amendments are needed.
  • The development of Ocean Policy Frameworks to integrate BBNJ goals holistically was also discussed, as was appointing focal points, revising institutional mandates, training key personnel, and establishing national systems for reporting, monitoring, and notification and aligning standards across regions and subregions.
  • It was further highlighted that implementation of the BBNJ Agreement requires harmonization with existing agreements along with adopting best practices for transparency, accessibility, and community engagement to ensure legitimacy and support.

The event brought together a broad network of experts including legal professionals, government officials, and representatives from international, intergovernmental and Non-profit organisations. With 62 participants in total – 35 onsite and 27 online, of which 64.5% were female. The event also engaged alumni from WMU in OECS member states, CARICOM, and Central America.

From 11 to 17 March, a delegation from the World Maritime University - Sasakawa Global Ocean Institute (WMU-GOI) team hosted and contributed to a series of ocean literacy and capacity development activities in Tokyo, Japan. This was in connection to the invitation by The Economist Impact to be an official partner of the 12th Annual World Ocean Summit and Expo held in Tokyo 12-13 March.

The World Island Forum

On 11 March, Professor Maximo Q. Mejia, Jr., President of WMU, and the WMU-GOI team participated in the World Island Forum High Level Roundtable, co-hosted by The Nippon Foundation and the Sasakawa Peace Foundation. This international conference, chaired by Dr. Yohei Sasakawa, Chairman of The Nippon Foundation, aimed to explore the role of philanthropy in supporting Small Island Developing States (SIDS) worldwide, particularly in the Pacific region.

The forum convened:

  • Government leaders from SIDS
  • Experts and representatives from UN agencies
  • Regional and international ocean organizations
  • Global financial institutions
  • Philanthropic organizations and non-governmental organizations

WMU engaged in the discussions and WMU-GOI Director, Professor Ronan Long, made a presentation about WMU research programmes and the importance of education, capacity development and partnerships towards tackling the triple planetary crisis (climate change, nature and biodiversity loss, and pollution).  Additional topics included challenges that the ocean faces and the importance of ratification of international agreements such as the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (BBNJ Agreement).

The Economist, 12th Annual World Ocean Summit & Expo


At The Economist Impact 12th Annual World Ocean Summit & Expo, held from 12 to 13 March at the Ana Intercontinental Tokyo, hosted by The Nippon Foundation, WMU contributed as an official supporter, co-hosting a Strategy Session, a How-to-Workshop, and engaging attendees through a dedicated exhibition booth. The Summit featured hundreds of expert speakers with an agenda focused on “the transition to a sustainable ocean economy, ocean stewardship, strategies to restore ocean health, advancements in marine technology and collaborative efforts to address ocean pollution”.

The Strategy Session on 13 March, titled “Ocean governance: designing solutions to the triple planetary crisis,” was co-hosted under WMU-GOI´s Future Ocean Programme and addressed the role of international legal frameworks in enhancing environmental resilience and operational sustainability in SIDS and Least Developed Countries (LDCs).

Moderated by Charlotte Howard –  Executive Director and New York Bureau Chief for The Economist , the session featured :

  • WMU-GOI Professor Ronán Long
  • Assistant Professor Tafsir Matin Johansson
  • Professor Nilufer Oral from the Centre for International Law, National University of Singapore

The session included a diverse audience of more than 100 experts from various ocean related sectors including government, UN agencies as well as international and regional organizations and civil society.

On the same day, the How-to Workshop, titled “How to realize the opportunities for Small Island Developing States’ (SIDS) under the BBNJ Agreement” and hosted under the Ireland & WMU-GOI BBNJ Clinic Programme, focused on supporting SIDS in ratifying and implementing the BBNJ Agreement.

The interactive session brought together 55 participants, with expert speakers including:

  • WMU Associate Professor Dr. Zhen Sun
  • Ambassador Jerry Enoe from the Government of Grenada and Special Envoy for Ocean
  • Experts on ratification, capacity development and financing from the High Seas Alliance including Asia Lead, Ms. Rizza Sacra-Dejucos, and Ocean Lead from the Alliance of Small Island States (AOSIS), Ms. Angelique Pouponneau

Throughout the summit, the WMU-GOI’s booth in the expo hall served as a hub for engagement featuring interactive networking sessions, presentations, and discussions around WMU’s academic programmes, key research initiatives, and ocean outreach efforts. These exchanges raised awareness about the work of WMU and  sparked discussions that will influence concrete initiatives for future development.

Beach Clean-up 

with Friends of WMU Japan


Environmental outreach remained central to the visit with a Beach Clean-up organized on 15 March at Kasai Marine Park. Co-organized with the WMU Japanese Fellows’ Alumni Association, and supported by the Friends of WMU Japan, the event brought together WMU alumni together with representatives of the Sasakawa Peace Foundation, The Nippon Foundation and the Thalassa Foundation. The group collected 20 bags of garbage, complementing the Summit's focus on advancing a sustainable ocean economy.

Professor Long emphasized the importance of each individual's responsibility in protecting the Ocean and how partnerships and efforts such as the cleanup can spark action for Communities. For example, The Nippon Foundation and the Sasakawa Peace Foundation have long standing experience and strong commitment to clean ups and host annual world championships, titled SpoGomi, with the aim of improving the health of the oceans. 

Bilateral Meetings

and Research Symposium


In addition to the Summit and outreach activities, the WMU delegation hosted bilateral meetings with key partners in Japan to discuss ocean matters and future collaboration opportunities. This included:

  • An inspiring meeting with Chairman Yohei Sasakawa of The Nippon Foundation who encouraged more efforts to promote healthy oceans.
  • A meeting with Executive Director Mitsuyuki Unno, provided the opportunity to present the work of WMU and the Institute.
  • A courtesy meeting at The Japan Institute of International Affairs (JIIA) with President Kenichiro Sasae, Director Masao Kochi, and Abassador Futoshi Matsumoto.
  • A research symposium at the United Nations University (UNU) on 17 March, where the WMU-GOI introduced UNU students to the Future Ocean Research Programme and BBNJ Clinic Programme

ABOUT THE BBNJ CLINIC PROGRAMME

The Ireland and WMU-GOI BBNJ Clinic is dedicated to supporting Small Island Developing States (SIDS) and coastal Least Developed Countries (LDCs) in their efforts to ratify and implement the BBNJ Agreement. Effective and prompt implementation of the BBNJ Agreement is crucial for ocean sustainability and conservation and addressing global inequalities in access to ocean resources. SIDS, characterized as ‘large ocean states’ due to their geographical features and interconnection with and knowledge of ocean ecosystems, as well as coastal LDCs, are among the most significant beneficiaries of the Agreement and among the most important actors in contemporary ocean affairs. However, these States can face capacity and resource challenges in implementing the BBNJ Agreement. The Programme aims to fulfill both practical capacity development and hands-on educational mandates. WMU-GOI researchers and external experts, including the lead negotiators of the BBNJ intergovernmental conference, will lead the consultation process facilitated by the Clinic, and facilitate ratification and implementation procedures undertaken by legal advisors, government officials, and relevant stakeholders from SIDS and coastal LDCs.

From 4-6 December, the World Maritime University (WMU)-Sasakawa Global Ocean Institute (GOI) and the Sargasso Sea Commission hosted a series of joint meetings and capacity development seminars at WMU headquarters in Malmö, Sweden. The event included distinguished special lectures on the topics of ocean sustainability, governance and protection of the marine environment. Professor Maximo Q. Mejia Jr, WMU President, met with the delegation and congratulated the Commission on their achievements, inviting future collaboration on matters of common interest. 

Ocean Governance and Protection Joint Meetings with Sargasso Sea Commission

Project Meetings and Key Discussions


The joint event began with project meetings for the Sargasso Sea Commission Global Environment Facility (GEF) project, "Strengthening the Stewardship of an Economically and Biologically Significant High Seas Area – the Sargasso Sea," in which WMU is a partner. Discussions covered the Socio-Ecosystem Diagnostic Analysis (SEDA) and a Steering Committee Review.

Distinguished commissioners, invited experts, and observers deliberated on SEDA and the Strategic Action Plan. Professor David Freestone, Executive Secretary of the Sargasso Sea Commission, emphasized the importance of formalizing conservation and governance measures for the Sargasso Sea, aligning them with the BBNJ Agreement under the United Nations Convention on the Law of the Sea. Notable attendees included HE Ambassador Ron Pinder, Ambassador-at-Large of the Bahamas, and Honorable William P. Moore, Former Canadian Senator.

Future Ocean Programme and Capacity Development


The WMU-GOI hosted an informative session titled “Future Ocean - How to Combat the Triple Planetary Crisis?”, focusing on the four pillars of the Future Ocean Programme (FOP). WMU Principal Investigators—Dr. Zhen Sun, Dr. Aleke Stöfen-O’Brien, Dr. Aspasia Pastra, and Dr. Ríán Derrig—presented ongoing research on topics including:

  • Regimes & Institutional Interactions
  • Non-state Actors
  • Co-designing a Blueprint for Ocean Observation Technologies
  • The Future of Ocean Governance

Distinguished Lecture Series and Webinar


The event concluded with a webinar as part of the Distinguished Lecture Series, “Ocean Governance, Liability, and the Sargasso Sea.” The session attracted an international audience of ocean professionals, both onsite and online. Professor Måns Jacobsson delivered a lecture on “Liability for Damage to the Marine Environment in Private and Public Law,” followed by a capacity development presentation by Professor Freestone and Ms. Fae Sapsford on the Sargasso Sea Commission’s contributions to the World Ocean Assessment III.

about the sargasso sea commission

The Sargasso Sea Commission (SSC) was founded after the signing of the Hamilton Convention on the Conservation of the Sargasso Sea in Bermuda in 2014 and to date consists of ten government signatories as well as other supporting nations such as the Netherlands, Sweden, South Africa and France. Currently, the area of collaboration for the SSC consists of 2,000,000 sq miles and is governed by the high seas governance system under the law of the sea and international law. A large focus of the SSC is to collect data using modern technological inventions and AI, by which it aims to monitor and track human activity in the area and how it affects the unique marine environment of the area as well as its marine life.

The Commission strives to achieve its objectives of:

  • Partnerships and organisational infrastructure;  
  • Improved knowledge base to support a collaborative, adaptive ecosystem-based stewardship approach;
  • Development of a Strategic Action Programme for addressing threats and strengthening the stewardship;
  • Knowledge management, monitoring and evaluation.

Through this, the Commission aims to strengthen the stewardship of the economically and biologically significant high seas area.

WMU CONtributions

On 19 February, the WMU team members contributed to the main programme sessions including Associate Professor Zhen Sun, who moderated  a panel on Cooperation with Relevant Instruments, Frameworks and Bodies (IFBs) under the BBNJ Agreement. Further, WMU PhD Graduate, Dr. Kahlil Hassanali, participated as a speaker in Panel 5 on Subsidiary Bodies, presenting some thoughts on the terms of reference and modalities for operation of the scientific and technical body established under the Agreement.


On 20 February, the GOI co-hosted a high-level hybrid session on the ratification of the BBNJ Agreement from a SIDS perspective during the official satellite event programme. Distinguished experts reflected on the Agreement’s ratification, financing and capacity development challenges and opportunities. This timely discussion was held within the framework of the Ireland WMU-GOI BBNJ Clinic Programme (the BBNJ Clinic), generously funded by Ireland.

INTRODUCTION ON THE BBNJ CLINIC PROGRAMME

The first part of the session was chaired by Professor Ronán Long, Director of the GOI, and examined how the Ireland and WMU-GOI BBNJ Clinic Programme aims to support Small Island Developing States (SIDS) and (Least Developed Countries) LDCs in addressing the complexities of ratifying and implementing the Agreement. WMU speakers included Associate Professor Zhen Sun, Associate Research Officer Dr. Ríán Derrig, and WMU alumnus Dr. Kahlil Hassanali, Senior Research Officer at the Institute of Maritime Affairs, Trinidad & Tobago. The speakers provided an overview of the BBNJ Agreement and the BBNJ Clinic Programme, highlighting its objectives and expected outputs in supporting Agreement ratification efforts in the first two years of the programme and in the implementation process thereafter.

RONDTABLE DISCUSSION ON KEY THEMES

The second part of the session featured an engaging roundtable discussion with distinguished experts on key themes, including ratification, financing, and capacity development. Moderated by Dr. Zhen Sun, featured roundtable contributors included Ambassador Jerry Enoe, Special Envoy for Ocean, Government of Grenada, Mrs. Susanna DeBeauville-Scott, Programme Director for the Sustainable Ocean Management Programme, OECS Commission – and experts on ratification, capacity development and financing – Mr. Torsten Thiele, Founder, Global Ocean Trust, and Member, World Commission on Protected Areas, IUCN WCPA Sustainable Finance Specialist Group, Mr. Bingzhuo Li, Legal Officer, Division for Ocean Affairs and the Law of the Sea, and Mrs. Leneka Scott, Caribbean Regional Coordinator, High Seas Alliance.

In closing remarks, Professor Ronán Long emphasized the critical role of the BBNJ Agreement in ensuring sustainable ocean governance and the need to prioritize its ratification, highlighting the importance of capacity development initiatives by the United Nations Division for Ocean Affairs and the Law of the Sea (DOALOS), the High Seas Alliance (HSA) and the Ireland WMU-GOI BBNJ Clinic in supporting SIDS and LDCs in this process. Professor Long proposed co-hosting a SIDS oriented BBNJ symposium with partners, under the auspices of the BBNJ Clinic.

ABOUT THE BBNJ CLINIC PROGRAMME

The Ireland and WMU-GOI BBNJ Clinic is dedicated to supporting Small Island Developing States (SIDS) and coastal Least Developed Countries (LDCs) in their efforts to ratify and implement the BBNJ Agreement. Effective and prompt implementation of the BBNJ Agreement is crucial for ocean sustainability and conservation and addressing global inequalities in access to ocean resources. SIDS, characterized as ‘large ocean states’ due to their geographical features and interconnection with and knowledge of ocean ecosystems, as well as coastal LDCs, are among the most significant beneficiaries of the Agreement and among the most important actors in contemporary ocean affairs. However, these States can face capacity and resource challenges in implementing the BBNJ Agreement. The Programme aims to fulfill both practical capacity development and hands-on educational mandates. WMU-GOI researchers and external experts, including the lead negotiators of the BBNJ intergovernmental conference, will lead the consultation process facilitated by the Clinic, and facilitate ratification and implementation procedures undertaken by legal advisors, government officials, and relevant stakeholders from SIDS and coastal LDCs.

On 30 October, the World Maritime University - Sasakawa Global Ocean Institute (WMU-GOI) and the International Maritime Organization (IMO) launched the IMO-WMU joint Special Issue on “Protecting the Ocean - The London Convention and the Stockholm Declaration at 50”, published in the International Journal of Marine and Coastal Law (IJMCL Vol. 39, No. 3). The launch took place during the 46th Consultative Meeting of Contracting Parties to the London Convention and the 19th Meeting of Contracting Parties to the London Protocol at IMO Headquarters in London, United Kingdom.

Background on the Special Issue

The special issue is based on the joint IMO-WMU International Academic Conference hosted by the WMU-GOI from 10 to 13 October 2022 at WMU and online. This conference marked the 50th anniversary of the Stockholm Declaration and the London Convention. The special issue showcases the outputs of the conference, featuring articles by a multi-disciplinary community of academics, civil societies, policy-makers, and politicians concerned with ocean and maritime affairs, climate change, and sustainable development.

KEYNOTE ADDRESSES

To officially launch the Special Issue, Professor Maximo Q. Mejía Jr., WMU President, delivered keynote remarks (virtually) highlighting the publication’s contribution by reflecting on the past, present, and future of the London Convention, the London Protocol, and the Stockholm Declaration. He emphasized the strategic collaboration between IMO and WMU in producing impactful academic outputs while enhancing global capacity development efforts.

Stockholm Declaration, London Convention/Protocol, and Their Legacy

The Stockholm Declaration

The Stockholm Declaration on the Human Environment (1972) contained 26 principles, placing environmental concerns at the forefront of international policy. It initiated a dialogue between industrialized and developing countries on the links between economic growth, environmental protection, and human well-being. The Stockholm Conference also adopted an Action Plan for the Human Environment, containing 109 recommendations for global action, including Recommendation 86(c), which called for an international regime to regulate waste dumping at sea.


The London Convention and Protocol

The London Convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (1972) was established in response to the Stockholm Declaration. It became the first binding international agreement to prevent illegal dumping in marine areas outside internal waters. The 1996 London Protocol strengthened the Convention by introducing the precautionary approach, effectively prohibiting all dumping except for materials on a ‘reserve list.’ Over time, it is anticipated that the London Protocol will replace the London Convention.


Modern International Environmental Law

Since 1972, international environmental law has developed extensively, resulting in key agreements such as:

  • 1982 United Nations Convention on the Law of the Sea (UNCLOS) – Part XII on marine environmental protection
  • 1992 Convention on Biological Diversity (CBD)
  • 1992 Rio Declaration on Environment and Development
  • 1992 UN Framework Convention on Climate Change (UNFCCC)
  • 2015 Paris Agreement
  • The upcoming Global Treaty on Plastic Pollution
